On a Friday evening in May, Bill Zhang joined 29 other U.S. soldiers for a solemn ceremony at the Pritzker Military Library in Chicago. Zhang, a construction and electrical worker for the Navy, was joined by members of the Army, Air Force, Coast Guard and Marines. Some had already seen combat in Iraq, while others, like Bill, were reservists, fitting boot camp and training into their otherwise 9-to-5 lives. But they all had one thing in common: This was their first night as American citizens.

It was an emotional moment for Zhang, who had wanted to be a citizen since his arrival from China five years ago. "To be American, I'm really proud," Zhang said. "I don't think if you leave here you will have a better life."

More than 39,000 soldiers have been naturalized since September 2001, according to the U.S. Citizenship and Immigration Services, demonstrating that many servicemen and women join the military before they are officially U.S. citizens.

Overall, immigrants join the military for the same mixed bag of reasons that native-born Americans do–"a mixture of career aspiration, financial need, desire for self-improvement and patriotism. But Zhang enlisted for another reason: gratitude.

Zhang, who changed his name to Bill from Bieao, came to the U.S. in 2003 with the aid of various American embassy and government officials who helped him cut through government red tape on the Chinese side. He credits these officials with reuniting him with his parents, who were already in the U.S.

Upon his arrival, Zhang visited the office of U.S. Rep. Tim Johnson, who had pulled some strings on his behalf. He left a message for Johnson with his secretary: "Tell him I want to give something back to this country, so whenever I can join the military I want to join."

Zhang's case is not all that unusual, according to Army Sgt. Daniel Perez, who has made it his calling to help hundreds of soldiers apply for citizenship. "A lot of them–"this is their way of giving back," said Perez, whose battalion is based in southwest suburban Darien. "After September 11, it didn't matter whether you were a citizen–"everyone felt like an American."

Marcin Wilga, who came to the U.S. from Poland in 2001, joined the Coast Guard partly for practical reasons: He wanted education and training for a future in law enforcement. Yet he expresses the same sense of thanks and obligation that pushed Zhang to enlist. "We owe something to this country; they gave opportunity to me and my family," said Wilga, adding that he and his sister could not have afforded to go to college in Poland.

Many of the immigrants who join the armed forces do so with the intention of eventually becoming citizens. Some are still waiting out the five years of legal permanent residency that are required before they can begin the naturalization process. Once in the military, they find the process easier, thanks to the Expedited Naturalization Executive Order–"a law passed by President George W. Bush in July 2002 allowing permanent residents who have served on active duty any time since September 11, 2001, to file immediately for citizenship, even if they have not had their green cards for the full five years.

But Wilga said this law is not widely publicized. "A lot of guys don't even know that they can get citizenship through their service," said Wilga, who found out he was eligible through Internet research.

Krystof Misiura, a first lieutenant in the Army Reserves, came to the U.S. from Poland as a student in 1996 and joined the Army in 2006. After more than a decade of living in the U.S., it was his time in the military that pushed him to seek naturalization in 2008.

"When you're a soldier, you're more strongly connected with this nation by being a U.S. citizen," Misiura said.

Perez said soldiers apply for citizenship because they want the legal rights given to Americans who have not made the same sacrifices as them.

"One big reason is they actually want to vote, to become part of the process, where their vote is equal to [that of] other American citizens," Perez said. "These are the same soldiers who come back only to find out they don't qualify for certain scholarships because they're not U.S. citizens."

He added: "They've definitely earned their citizenship–"it wasn't given to them by birth or by family. They've adopted America before America's even adopted them."

    据了解,今年46岁的张东梁,1990年调入信阳市外贸局下属的茧丝绸公司任副总经理。1997年上半年,张东梁毛遂自荐要求调到外贸局下属的国际贸易公司任总经理。由于公司人员少,业务范围小,工作难以开展,张东梁负责的“皮包公司”没向外贸局交过一分钱,公司四个人员的工资、养老保险金等也没法解决。1999年,张东梁与其妻别改玲承包了狮河区教委下属的汇源宾馆,由于欠帐过多,生意不景气。此时,张东梁向外贸局机关提出了出国进行商务考察的要求,并开始办手续。外贸局有关人员因事找他谈话时,才发现他已与别改玲等二人一起不辞而别前往美国。出国后的张东梁,开始寻找能够长期定居的捷径。他在一家与美国反华势力有密切关系的公司了解到,要在美国获得“绿卡”,最简捷的方法就是向美国当局拿出自己受政治迫害的证明。
    张东梁看到“{此处为敏感词已被过滤}” 成为美国反华势力又一新宠,他频繁与尚在读高中的儿子联系,让他找关系、想办法为自己伪造一份因练习“{此处为敏感词已被过滤}”受到处理的证明。其子找到张东梁在司法机关工作的侄子。张东梁的侄子利用自己接触文书的职务之便,为张东梁伪造了一份因参加“{此处为敏感词已被过滤}”组织被处以劳教的决定书。
    张东梁为滞留美国,不惜向国外反华势力提供攻击我国人权的虚假材料的行为败露后,他昔日的领导和同事都说:“张东梁弄虚做假,不择手段寻求到国外生活,这种行为太无耻了。”
